Elsevier’s National License Open Publication Program (OA Program) was launched on May 6 with a pool of 1084 articles for 2025.

According to the new agreement, articles accepted for publication in the current year after the signing of the agreement (after May 6, 2025).
The publisher does not foresee the possibility of retroactivation of articles, only articles accepted for publication after the launch of the program will be eligible for the program.

The agreement covers the publication of a limited number of articles, which are exempt from the Article Processing Charge (APC). The program in 2025 covers 1124 hybrid journals from 7 Science Direct subject collections.

Under the 2025 OA Program, an article can be published upon approval if the program pool is not already exhausted at that point. At the time of submission of the manuscript to the journal, the author may receive information from the publisher about a possible discount from the program, but this is only information about meeting the criteria for the program, not a guarantee of pool availability.

The corresponding author, whose article has been reviewed and accepted for publication, receives a link from Elsevier to the Rights and Access form.
